Inclement Weather Policy

This statement of practice describes our guidelines for working during inclement weather and our provisions for employees who take time from work during inclement weather. The practice applies to all employees of Ursinus College.

The College will normally remain open during periods of inclement weather. Students in residence at the College expect academic programs and student activities to continue during inclement weather, and they require certain essential facilities and dining services regardless of the weather. 

Members of the College administration and staff who provide essential services and are required to report to work during inclement weather are known as “Essential Personnel.”  All Vice Presidents and Deans have prepared lists of designated “Essential Personnel” for their own units. 

The College expects that employees will work during inclement weather; however, the College does not expect its employees to take risks that are uncomfortable for them.  During periods of inclement weather, Non-Essential Personnel may choose whether or not to work based on their individual circumstances.  Essential Personnel shall report to work during inclement weather.  Non-Essential Personnel who choose to remain at home, to leave work early or to report to work late during inclement weather are expected to report the time missed from work as vacation, floating holiday, personal time, or unpaid time or make up work within the same pay period.  Essential Personnel shall adhere to their attendance policies during inclement weather.

When the College makes an institution-wide decision to close early or delay opening, Non-Essential Personnel who are at work that day will be paid as if they had worked their normal workday.  Non-Essential Personnel shall not continue to work beyond the time of dismissal or report to work prior to the institution-wide time of arrival without the permission of their supervisor.  Essential Personnel shall continue to work beyond the institution-wide time of dismissal and/or report to work prior to the institution-wide time of arrival as directed by their supervisor.  Hourly Essential Personnel shall be paid at one and one-half times their normal rate of pay for all hours worked before or after the institution-wide time of arrival or dismissal.

When the College makes an institution-wide decision to close, Non-Essential Personnel who were scheduled to work that day shall not report to work, but will be paid as if they had worked their normal work day.  Essential Personnel shall report to work on time for their scheduled shift, unless directed otherwise.  Hourly Essential Personnel shall be paid at one and one-half times their normal rate of pay for all hours worked when there has been an institution-wide decision to close. 

Hourly Essential Personnel who are members of the facilities and security staffs will be paid at two times their normal rate of pay for all hours worked before an institution-wide time of arrival, after an institution-wide time of dismissal and for all hours worked when there has been an institution-wide decision to close.

Employees who are on a leave of absence, vacation, float holiday or personal day on any day that the College makes an institution-wide decision to dismiss early, delay opening or to close are not affected by this Policy.  They shall be charged per the requested time off with no change in compensation.

If members of the faculty cancel classes or activities, they are expected to notify students and to reschedule the programs, if practical. Members of the faculty are also expected to allow students who commute to the College to reschedule any work missed as a result of their absence due to inclement weather.

If an emergency occurs that is covered by the College’s Emergency Response Plan, that plan supersedes the inclement weather policy.
