Policies and Procedures Compendium
The Proposal Submission Form is required for all sponsored project proposals leaving the College. The purpose of the form is to:
- Communicate basic information about a proposal to all elements of the institution.
- Make clear any compliance requirements.
- Circulate an approved budget.
The Proposal Submission Form should be signed in the following order:
PI -> Co-PI (if any) -> Department Chairperson -> Dean or Vice President of Department -> Business Office -> Advancement

Course Release Guidelines
Internal Proposal Forms
You’re ready to submit your proposal. Have you:
- Determined your internal and external due dates? (Internal due dates should come well before the sponsor’s deadline)
- Talked to your Program Officer (It’s always worth creating a connection with the sponsor’s Program Officers or the equivalent)
- Talked to the Grants Team here at UC (The UC Grants Team may have leads for you at the corporate or foundation level, or can provide other assistance)
- Prepared your proposal in accordance with the sponsor’s guidelines?
- Obtained proposal material from collaborators (Bringing in collaborators can strengthen your proposal but also increases complexity.)

Completed the UC Proposal form? The Proposal Form ensures all compliance requirements and College commitments are clearly communicated and that UC standards of quality control are met. Please choose the form from the list below that best fits your proposal, fill out the form, and circulate with your budget to obtain appropriate signatures of approval.

Completed all college compliance requirements, including…
- Completed CITI training
- Completed special compliance requirements for IRB, IACUC, IBC
- Completed your Financial Conflict of Interest disclosure
- Completed Intellectual Property/Invention disclosure (if needed)
- Made sure your work corresponds to your obligation to the college
- Submit proposal through sponsor’s system.

External support of college projects, particularly from the federal government, may require certification of review and subsequent management of any potential Financial Conflicts of Interest (FCOI). These guidelines provide a policy designed to comply with federal regulations as describe in 42 CFR Part 50 Subpart F. Investigators must disclose any Significant Financial Interests (SFIs) at the time or application, and the College with review those SFIs to determine if they meet the level of FCOIs, and if so, will determine how to manage those conflicts, including disclosure to the relevant granting agencies.
Each Principal Investigator submitting to an external agency MUST fill out the Ursinus College Significant Financial Interest (SFI) Disclosure form. The SFI Disclosure form can be found here and is also included in the required Internal Proposal Form. Disclosures must be made prior to submission of an extramural proposal. If disclosure is positive, the Review Committee will meet to discuss the positive disclosure.

The Collaborative Institutional Training Initiative (CITI Program) is a leading online training program offering a wide range of curricula in the areas of human subject research, animal research, responsible conduct of research, conflict of interest and IRB training.
CITI Program is dedicated to serving the training needs of colleges and universities, healthcare institutions, technology and research organizations, governmental agencies, as they foster integrity and professional advancement of their learners.
CITI Registration:
To register, please follow these instructions:
- Click on “Register”
- Under “Select your organization affiliation”, type in Ursinus College.
- Create your username and password by filling in the required information and select the Learner Group.
- If you are a Faculty member, you will select your role in research as the Principal Investigator. If you are a student, select your role as a Student Investigator – undergraduate.
- Complete the registration process by filling in the required information.
Conflict of Interest Course:
Principal Investigators must take the CITI Conflict of Interest Course at least once every four years OR immediately upon revision of the college’s FCOI policy, if investigator is new to the institution and conducting PHS supported research, or an investigator is out of compliance with Ursinus’s FCOI policy.
RCR Course:
In accordance with the NSF mandate requiring all funded students and postdocs undergo training in the responsible conduct of research (RCR), Ursinus College is adding RCR modules to its already existing CITI training course currently used by the IRB. All researchers, including faculty and students collecting data or those who have access to the resulting data, must complete training in human subjects protection every four (4) years, prior to submission of a proposal for external funding. A copy of the certification of completion for each investigator, including student investigators, will be printed and kept on file with the Office of Sponsored Research. An electronic copy will automatically be sent to the IRB. Ursinus College uses the following on-line training module.
Completion of the entire course may take approximately 2-3 hours. You can log on and off at anytime in the process, however, and do not have to complete the course all at one time.
